The Ibero-America Office of the Population Research Institute (PRI) has published a revealing report entitled: “FIGO: USAID Funding and the Promotion of Abortion in Ibero-America, Africa, and Europe.” The document exposes the true role of the International Federation of Gynecology and Obstetrics (FIGO): far from being a scientific society focused on maternal health, it operates as an ideological activism platform serving the abortion industry. In Peru, FIGO has developed a project that has led to abortions being performed outside the legal framework at the National Maternal Perinatal Institute (INMP).
One of the most critical points of the report is the role of international funding in this strategy. In October 2024, the United States Agency for International Development (USAID) approved a transfer of $89 million to FIGO through the EngenderHealth consortium, of which FIGO is a member.
PRI’s report is based exclusively on official evidence from FIGO’s own website and public documents. This compilation demonstrates that while FIGO presents itself as an international medical federation — bringing together gynecology and obstetrics associations from over 130 countries — its main efforts are directed toward promoting abortion as an unrestricted right. Its activities include political lobbying and media campaigns to push for legislative reforms favorable to abortion in countries where it is still illegal or socially rejected. It also trains professionals to perform abortions and disseminates clinical guidelines that eliminate all restrictions on the procedure, even in advanced stages of pregnancy.
The case of Peru clearly illustrates this strategy. The citizen platform Padres Peruanos has raised alarms about illegal abortions being performed at the INMP. Thousands of citizens, through an online petition, are demanding that Health Minister César Vásquez repeal a care guideline issued by the INMP itself, which arbitrarily broadens the legal grounds for abortion, violating the current legal framework.
Most revealing is that this scandal has uncovered the outcome of an international abortion agenda, driven and financed by FIGO to impose itself in the country. In 2018, the Peruvian Society of Gynecology and Obstetrics (SPOG) was tasked with implementing the “Safe Abortion Committee” in Peru, as part of a plan designed by FIGO at a workshop held in London. The goal was clear: to strip the Therapeutic Abortion Protocol of its original meaning so that any abortion could be framed as “therapeutic.” Today, it is confirmed that the INMP’s guideline was the result of that strategy, and that illegal abortions have been performed under grounds not permitted by Peruvian law.
Carlos Polo Samaniego, Director of the Ibero-America Office of the PRI, stated:
“This report proves, with FIGO’s own words and documents, that we are not dealing with a legitimate medical organization, but with an international political actor promoting a radical vision on abortion. In light of this, it is urgent that countries in the region demand transparency, reject foreign interference, and defend their health and legislative sovereignty.”
